Upload your media
Log into Flixier. Go to your Personal Library tab and upload the pictures and videos that you intend to use. You can bring media over from your computer or from various cloud storage services.

Edit
Create a new project. Drag your video down to the Timeline. Drag the picture on top to overlay it. Position it where you want it to be using the mouse button. You can control when it comes up on screen and how long it stays there for by dragging on its edge in the Timeline. Feel free to apply effects, filters and color correction to your picture from the menu on the right side, or drag Transitions to it from the Transitions menu.
